Congressman Kevin Mullin (CA-15) has introduced the bipartisan Resilient Emergency Alert Communications and Training (REACT) Act, a bill designed to improve the nation’s emergency alert and warning systems. The legislation follows deadly floods in Texas and wildfires in California that highlighted critical failures in reaching the public quickly and effectively during emergencies.
The REACT Act would direct FEMA to expand federal support for local emergency managers and authorize $30 million annually through 2035 to strengthen alert and warning systems. Funding would be used to support technical assistance, real-world testing, operator training, and public education so that alerts are not only sent but also received and understood.
“Emergency alerts are an essential part of keeping people safe, and the federal government has a moral obligation to help local communities become better prepared,” said Rep. Mullin. “In the wake of deadly floods and wildfires, it’s clearer than ever that we need serious improvements to our emergency alert systems.”
Local leaders echoed the urgency. San Francisco Mayor Daniel Lurie praised the legislation, saying: “The REACT Act will help us keep San Francisco safe, California strong, and our nation ready.” Mary Ellen Carroll, Executive Director of San Francisco’s Department of Emergency Management, added: “The REACT Act would support local agencies like ours with critical tools, training, and federal resources to provide clear, actionable alerts when it matters most.”
The REACT Act is cosponsored by Speaker Emerita Nancy Pelosi (CA-11) and Rep. Randy Weber (TX-14).
