State Departments of Transportation (DOTs) can leverage flood forecasts to guide actions such as issuing internal alerts, deploying critical personnel, and closing compromised roadways. By developing flood-forecasting capabilities, DOTs can adopt proactive strategies to mitigate flood impacts through enhanced event preparation, rapid emergency response, and optimal resource allocation.

The NCHRP Research Report 1131: Flood Forecasting for Transportation Resilience: A Guide, published by TRB’s National Cooperative Highway Research Program, aims to equip state DOTs with technical tools and organizational strategies to predict flood timing and severity better, facilitating early warnings that safeguard critical infrastructure and improve road safety.
